二 | 上任宁德地委书记之初，习近平与有关领导在一个月之内调研了九个县。调研过程中，有群众反映当地干部违纪违法占地建私房成风。 情况严重到什么程度？从1982年开始，宁德地区有7392名干部营建私房。其中，副县级以上干部242人，科级以上干部1399人，分别占这两级干部总数的49%和46%。 时任宁德地委办政研室副主任李金暄回忆，群众连一两包水泥都买不到，机关干部却可以拿这么多指标去建房，老百姓意见很大。 为此，习近平下定决心把清房问题作为突破口，全面惩治腐败。
